The System Faction is a universal blanket for several factions representing the interests of the people who run the system. The system faction attempts to maintain order in the system.
Keiko is the de-facto leader (or "Clanlord") of the Digital Vanguard. However, she is not human. She is a second-generation Daemon-hunting AI (Artifical Intelligence), but most players should be unaware of this.
Bro is also a Daemon-hunting AI (a first-generation....or more accuratly, what's left of one.. in short, he's Keiko's "older brother", hence the name "Bro"). He was made before Keiko, but during the first major incursion of the Daemon faction, Bro went MIA and surfaced about 3 weeks later, a mere shadow of what he once was. The CSR people tried to find out what caused his coding to be "scrambled" so much, but he "escaped" his watchers and ended up found at a major arena, giving commentary on the fight. The audience loved it, so with a few minor addtions to what was left of Bro's programming, he is now the "voice" of the Battleverse.
Troubleshooters are CSR-like "players" that try to keep the contamination in the system under some kind of control, and preventing it from spreading too rapidly. Sometimes money-minded players can be temporarily "recruited" by this mini-faction to help purge contaminated zones.
In such cases..the player or small group will have the Troubleshooter join the party as an NPC player, or the players will find themselves using God nukes, God buffs, or "purify" Hacks for the duration of the purge mission.
